I am trying to create email templates for Incidents.
When I add an email template to an incident, it will use that one template for all incident response to stakeholders.
I would like to be able to use one template for the first notification and then a different template for each subsequent update. Has anyone done this?

Understand that you would like to have a different kind of email templates for pushing notifications to the stakeholders during different stages of incidents.
Unfortunately, this is not feasible in the current design, we do have an internal feature request for this subject to be analyzed and considered in the future roadmap.
