Any user should be able to navigate into the Who Is On-Call tab and review the schedules there - whether it's their own, or another team's schedule:

They not have access to Opsgenie, just have access to Jira to know the user in the shift/ on-call schedule to contact him

You can export Opsgenie on-call schedules as an .ics file, or you can subscribe to them via webcal link. So you could subscribe via Google Calendar, outlook ,etc. so that non-Opsgenie users can see the schedule details.

Within a Jira project's On-call tab, Jira users will only have visibility into the schedules of the teams they are also members of.
There isn't a way for them to see other schedules besides logging into Opsgenie >> navigating to the Who is on-call tab - which is only possible if they are Opsgenie users.
The only other option would be exporting the schedule(s), and adding it to your users' calendars:

If I have user X wants to show the on call schedule, he need to have access to Opsgenie as member of this team. the other option we need to exporting the schedule to our users calendars

Yes that's correct - these are the only two options currently.
User X would need to be an Opsgenie user, as well listed as a member of the team to view the schedules:
