According to the documentation you should be able to create a custom user role and then remove this permission from this role.

As @Peter Van de Voorde correctly mentioned, to restrict users from Acknowledging all alerts via voice notification, you should create a custom user role and then remove "Acknowledge All" permission from it.

This way, the user will not have permission to Acknowledge all alerts. That being said, we have raised this use case as a Feature request to our Engineering team and here's the Feature Request ticket for your reference:
