User receives email notification for comments not readable

If the user is the creator of a ticket, he gets an email notification when a new comment is created even if he can not read this comment (comment is restirected to other people).

Hi Nils. The comment security default plugin just sets the defaults for comments. It doesn't have anything to do with how emails are sent or to whom they go
