Is there anyway for a regular user to see what jira plugins are installed on a server?

I want to use the OAuth authentication described here for our local server: https://developer.atlassian.com/jiradev/jira-apis/jira-rest-apis/jira-rest-api-tutorials/jira-rest-api-example-oauth-authentication

But I keep getting 404's from the java client, so I was wondering if that plugin is even enabled or installed, and I don't want to bother our IT group.

Not really. You'll need to talk to your IT group. They may have disabled it or blocked the url
