Currently, weeks in the JIRA Timesheet report starts on Sundays, while we want them to start on Mondays. However, having set country and language as per https://answers.atlassian.com/questions/115094, weeks are still starting on Sundays.
How do get reports to start on Mondays?

Thanks for the answer, and sorry for the delay following up. This is still an issue for us.
Sorry for being unclear, this question was not about the time sheet gadget, but the time sheet report.
We can't find a way to set the first day of week, and according to our locale (English UK), the first day of week should be Monday, but it is currently Sunday.

Timesheet reports use Start Date/End Date arguments, unless it Month view option is on.
Gadgets on Dashboard have option 'Reporting Day'. You need to unset it use default 'First Day of Weak' for your profile.

It appears there is some java internal issue with en_UK, but en_GB seems to works!
Thus, selecting English (United Kingdom) in Administration or User Profiles does not work, because it resolves to en_UK.
So you need to specify -Duser.language=en -Duser.country=GB in command line when starting JIRA, or in your operating system settings.
