Enable send-email macro to send email to space watchers

The send-email macro sends emails to page watchers but ignores space watchers.
Workflow:
{send-email:user=watchers}
Hello Space Watchers!
{send-email}
Please add a way to notify users watching all content in a space (space watchers), too.
