Whole August is shown approved although Aug 29-31 not approved

Hello!

We usually approve timesheets on a Weekly basis, however in the end of month we have to switch to Monthly to approve the rest of the month before week is ended.

In August we have approved week Aug 22-28 on Aug 30. On Sep 1 we have switched to Monthly and all the users worklogs are shown as Approved in UI, however when request with REST API we can see that days Aug 29-31 are not approved.

In the provious months we were able to approve month because there were unapproved days. Has the behavior been changed intentinally or is it a bug?
