It looks like your replyTo for that rule is set to:
{{issue.Reporter}}
this may for for users if their username is a valid email address. To be safer, try using:
{{issue.reporter.emailAddress}}
this will guarantee that the replyTo field is correctly set.

Thank you Mark. That got the mail through. Now I have another problem.
I'm trying to include custom fields in the email, as I have done successfully with another automation. I'm unable to see why it won't work with this one that checks for a different request type. Here's the email component and the resulting message.
