I am wondering is there is a way to have JIRA/tempo to save worklogs for an issue even if the issue is deleted.
My use case is that we are a small company and we regualrly clean up old projects, but it is essential for us to keep accurate timesheets.
I have tested this at different levels of time sheet submission (open, submitted, approved). and in each case if I delete an issue the worklogs associated with the issue are deleted and the total worked time on the timesheet is reduced by the amount of time logged to that issue. I have "keep worklogs forever" active in the tempo settings.
Any help here is appreciated.

worklog data is linked to an issue, similar to comments, so will always be deleted with the issue.
Old project cause clutter but you need to have very high volumes before they would cause performance issues.
If you want to keep the logs for reference then archiving the projects is an option. That may affect visibility in the timrsheets.
Also consider using project categories to aid reporting.
Move issues to a holding project for reporting and delete original projects.
It sounds as if you may be removing projects too soon for your reporting periods.
