Some users have requested to Opt Out of CSAT emails. How do we honor these requests?

Some users have asked to no longer receive CSAT surveys, but we dont see a way to Opt them out.  

For one of our customers, the majority of JIRA tickets are created by a single team on behalf the rest of the company. This reporting team gets many survey requests that they have asked to opt out of as they surveys arent applicable to them.

This is actually creating a possible legal issue since the sending of the survey emails was not something they have asked for, thus making the survey emails unsolicited. The survey could be considered promotional as its purpose is to have users inform the sender how to improve their customer service product.  These qualities could make the communication fall under the CAN SPAM law provisions (https://www.ftc.gov/business-guidance/resources/can-spam-act-compliance-guide-business). We would like to avoid the legal route and just try to do the right thing and honor the  Opt Out request.

As a business that business in other countries with different laws around these types of communications, I am also interested in an answer/solution here.
