I made redefine for SLA, it did not affect all existing requests (cloud), why?

I have SLA (First response) which is applied to a specific organisation, I found out that the organisation is empty with some issues so I updated the JQL
Firma = XXXX OR Organizations = "XXXX"
I made a change for JQL on 19 jun
When I checked the issues in the search, I found that Issues that been created before 17 june did not get with this change
