Basically, the $10 one is a freebie - the money goes to charity. The rest of the scale is pretty sensible - the more users you buy, the cheaper each seat becomes. The $10 is an oddity because Atlassian aren't making any money on it (in fact, there's technically a loss because they still support them, and take no money. It's a "loss leader" if anything)
