Jira plugin configuration file

Hello!

I developed many plugins and sometimes sub-aim was to make connection parametrs or some delays customizable. One way was to make web-action interface to customize it, but some parametrs change rarely and this way is ineffectivly. I thought about making a configuration file, but haven't found the way to do it in jira plugin. But then i got an idea: to set configurations in my_project.properties file which helps you to do i18n))) That isn't correct solution. Can you offer some other ways?
