JETI not sending Email when ticket is created through JETI mail handler

Hi,

JETI sends an email through notifications when I create the ticket manually in the back-end. (send to existing users and emails not in the system)

But when the ticket is created through the JETI mail handler the mail is not always sent out.
(send only when sender has an account in Jira)

Any idea why is doesn't do it through the handler?
