Is this plugin compatible with Microsoft Project?  Can I export data from this plugin into Microsoft Project and vice versa?

Yes, although there are conceptual differences like JIRA does not support assignment to multiple team members natively etc. On my wiki, you find more information: https://polscheit.atlassian.net/wiki/display/GANTT/Import+from+MS-Project
