Is it possible to send email notification to the users when the state of the workflow changes

Hi Team,

1.We want to send email notifications to the users when the workflow state changes from IN REVIEW to PENDING APPROVAL state. Is it possible in Comala  workflow

2. Can we add a new tab(Conditional approved tab) next to the Approve , Reject tab
