I do not see all projects available when creating a new Jira Server tab in Microsoft Teams

We have the Microsoft Teams / Jira integration already set up and it works fine for most Jira projects.  

 

When creating a new Microsoft Teams tab for Jira Server, we are trying to use "Create a custom filter" but we do not see all of the Jira projects in the list.  There are a few projects that I can see in Jira that I do not see in MS Teams.

 

How does the project list get filtered in MS Teams?
