I have created two separate projects in JIRA, one for Requirements and another for Tests. In the requirements project, I have added Xray issue types - Test Set, Sub Test Execution, Test Execution and Test Plan, but not Test.
In the Tests project, I have created some Xray Tests within Test Repository.
In Requirements project, I add Xray tests (from Tests project) to Story, using "Link Test to Requirement..." option under Test Coverage.
Now, since I do not have Xray Test issue type in Requirements project, I do not want users to see the option "Create new Test...", neither the button "Create new Test".
Please let me know if this is possible to configure.

Sorry, it is not possible to remove the option to "Create New Test". This option is added to the Requirements after you enable the "Enable Xray Requirement Coverage" option. This option adds all the coverage features like the "Test Coverage" section and the "Create New Test", and it is not possible to individually remove only a few of these features. It is all or nothing, if you "Disable Xray Requirement Coverage" you will lose all the coverage features.
What can be done is to remove the permissions to create issues from those user in those projects.
