How can I map a user from Jira to Tempo if my organization doesn't use Projects

My organization wants to move tempo worklogs data into another system. But we do not use Projects. Is there a way to map the users, (<username>rbrower</username>) that come in the response from the servlet api at the uri /plugins/servlet/tempo-getWorklog/ to the users, ("key": "rbrower", "name": "rbrower",) that come in the response from the api at the uri /rest/api/2/user/search?

 

Would either key or name in the user search response map to username in the worklogs reponse?

If not, then how can I figure out who a tempo worklog belongs to JIRA?

It works with Tempo and does not use projects, only the accounts. You can create and manage the work using the reports there.
