We are able to successfully get comments created in Jira to display in Salesforce through the connector but have not yet been able to find a way to push from Salesforce to Jira. There is no 'create' button--any insight would be very much appreciated!

Regarding your question, the comment from Salesforce will be referencing the Salesforce Case Comments or Chatters instead of adding the comment through the "Jira Comments" lightning component.
Hence, if we add a Case Comment to the object, with the right documentation, it will be shown in the associated Jira ticket.
