Cannot view the edit "pencil" icon in version 5.1.5

Hello,

The "pencil" icon seems to be removed from Confluence 5.1.5? Please let me know as that feature enabled users to edit sections of a page, instead of editing the entire page!

This is now fixed. The issue was with InPlace Editor plugin.

That functionality is not part of Confluence. I suspect you had it because of a plugin, and that hasn't been upgraded yet.
