This is BS. I have a business class fast Comcast line at home and an even faster one at work. Both are really slow on the online instance. Atlassian needs to fix their servers not keep sending their customers in a run around. When a site is slow for customers it is the first duty of the site itself to check its own speed.
This is common complaint with various answers existing on this particular question.
You should do a trace route to get some qualitative data about why your access slow. There are many reasons, but the most common reasons there is some intermediate hop slowing things down or your distance from the Atlassian servers. I would contact JIRA Cloud support and see what they tell you if the answer is not apparent from the trace route.
