Where are the deleted projects so I can delete them forever?

I want to add a new project of the same name and Jira won't let me.

They are in the project trash. You must have Jira Admin rights to get to them, but if you are, navigate to https://<your site>.atlassian.net/jira/settings/projects/trash to find them.
