Has anyone received this pop up message when you want to create a Jira ticket?

I have not received that specific message but my educated suggestion is that it is being generated from a third party app installed on your instance that requires access to the Jira product to do its job.
You should alert your Jira Admins to this message. They should be able to resolve it.
