If you have Jira Administrator privilege's, please go through the below settings,

To configure a incoming email handler in Jira, you may need to request your Team to provide a new email address to configure this, and you can request the below details of the newly created email

You can contact your Email Exchange team, they can help you to get the above settings and configuration.
