is Jira capable of creating a ticket automatically by sending an email to a particual address ?

To configure a incoming email handler in Jira, you may need to request your Team to provide a new email address to configure this, and you can request the below details of the newly created email
You can contact your Email Exchange team, they can help you to get the above settings and configuration.
