how to enable the sub-task functionality

The sub-task functionality seems to have been disabled, it had been working all along.

Can you check if sub-tasks are enabled in the global settings via issues -> issue types - sub-tasks

See Configure Sub-tasks 

Sub-tasks can also be made (un)available at the project level by adding/ removing them from the issue type scheme. That's also something you can verify.
