I have attached an excel spreadsheet document file in an issue, and when my coworkers and I tap to open the attachment on our phones, it will not open.

This happened on two IOS phones.
Thanks for confirming that @Tabitha. Did you upload the attachment and view it successfully via desktop?
If yes, then this sounds like a bug which may not be reproducible on our end without more info. If you visit https://support.atlassian.com/ and click Contact (top right corner), our support team can investigate this for you and hopefully provide a solution asap.
