From a basic agile perspective jira with roadmaps alone does this. There is no tool that accomplished this on its own. What I mean by this is that in agile it is expected that each team learns their work capacity over time. A team may very well overestimate at the beginning but they should be doing retrospectives to see why they over or under commuted. From their they continuously work towards proper capacity.
As capacity really is a per team thing no tool is going ti right out of the box give people the correct amount of work. It’s something that has to be worked towards.
the tools in jira for this would be the velocity chart, the after sprint report or the teams feature of advanced roadmaps
if the tools aren’t working though you may want to look into getting an agile coach to help your teams rather than be tool dependent.

On a Plan dashboard, you can easily plan the tasks on a user or a team and track the workload/availability:
On a timeline you can see the Workload indicator - it shows a comprehensive picture of the ongoing work, and allows the distribution of workload between users properly:
