I have this renderer selected on my field:
But on my Service Desk It looks like a basic text input field. (Not with the format options)
I saw this release notes notifying that it is already implemented:

but isn't working for me.

I understand that you are using the Wiki Markup renderer and this makes difference on the Description field on the agent view (internally).
On the customer portal, this setting won’t affect the Description field, so when customers create tickets, they will only see the simple text field with no option to format the text.
There is a feature request suggesting adding a Markdown editor for the description field:

The release notes that you shared is for Jira Server/Data Center and not for Cloud. We still don't know when this feature will be implemented for the Cloud version.
