Why i cannot configure the field?

I click on the edit button in the following screen(Picture 2):

why it only shows refreshing(Picture 1)?how i can edit the field

从你的操作来看，编辑字段及方案一般涉及到几个可能：

1.想给IssueType替换字段方案，例如Story

2.想给某个特定的Screen替换字段方案，例如View Story的时候希望和Create Story时不同

3.编辑某个特定字段，例如设为必填、修改字段Description等

需要增加该字段的选项值，需要怎么操作呢？

用的是Team managed Project还是Company managed Project？

前者：

Projects settings -- Issue Types，找到字段，修改枚举值。

后者：

页面右上角Settings--Issues--Custom fields，找到需要修改的字段，选择contexts and default value来修改枚举值。

You are trying to change the field configuration of a certain issue type. The edit button will only guide you to select another field configuration.

What is your goal? What kind of field you want to edit?
