Why do some of my issue types have the dropdown menu to assign an assignee but others dont?

For my service project, I have multiple issue types that can be reported. However, only two of them let me quickly use the dropdown menu to assign it to someone without actually opening the ticket. How do I fix it so that all of them have this feature?
