Why are Components and Roles not copied over when using a shared configuration for a scrum project type?

I go through the motions of creating a scrum project type and selecting the 'Create with shared configuration' option at the bottom. When the new project is created, the only two items from what I see that didn't carry over from the original project were items set in Components and Roles.

Any help on why this is would be greatly appreciated. Thanks.

You can use something like Delegated Project Creator for JIRA to create projects (and with it's partner add-on - Delegated Project Creator for JIRA Agile) with predefined components, roles and other settings:

Those objects are not schemable. They've never been included in the shared scheme settings and they've never been sharable.
