Users not receiving notifications when tagged in a description

After an issue has been created, sometimes our PMs will update the description and tag additional users in that description. Those additional users are not being notified when they are tagged in the updated description.

Are these users tagged via @ mentions or some other means?

yes the @ mention is being used.
