I have a PROJECT.

Within project I have a REPORTER that creates ISSUES in the BACKLOG and assigns them to users within a particular group.

Need to give access to the BACKLOG to that group of users.

These users must be allowed to prioritise the BACKLOG ITEMS, but NOT Drag into a Sprint (or do anything else).

Could I create a login group called requesters that only has the ability to prioritise the backlog???  How do I do this?

Your people will need the schedule and edit permissions to do that.  Those permissions will let them edit the issues as well as rank them.

Yes and don’t give them “manage sprints“ permissions.
