Updating Linked Issues Following Transition

I have two separate issues linked together, Issue 1 and Issue 2.

Issue 1 is the source

Issue 2 the destination

Is there an automation rule or a workflow that I can use that would allow me to update Issue 2 when Issue 1 has transitioned to a particular status?

So, Issue 1 would be Updated to 'Ready For Testing' which would then trigger an update on Issue 2 setting the status to 'Ready for Testing' (or whatever status I may like).

Can this be done within a project? And if it can be done within a project, can it be done across projects?
