If your project uses a default workflow and the ticket status = CLOSED, then the new comment box is disabled by default.
You can change this by editing the workflow, select the transition properties and change the property value.
Whether you should change it is another question, as it opens the door for never ending tickets.

It means you don't have sufficient permission on the particular project so ask the project admins to check your authorization and grant you the right access.
