Styling for tabs

In Jira ticket two tabs have been created. How can I go about having same styling as the first tab. For eg ability to format text, bold, add images and so forth.  Essentially the styling menu.

Are those screen tabs or different.

Original tab is named 'General'. New tab 'Technical Information'

In the Technical tab would like ability as highlighted in red in screenshot

Tabs are set in screens. Screen consist out of fields.

A field can only be used on a single tab, if you want a field like description.

Create a new custom multi line text field

In the field Configuration used on the project, find the field and change the renderer to wiki style.
