Should I create a different user for each api integration?

We are new to JIRA and devs have an existing form that will create an issue in JIRA software cloud. They are asking for a new user. Should I create a new user for each such request or should we have one user that is used for all api integrations?

Depends on what you want to be tracking - the actions the remote user takes will be logged against its account.  So if you care that Robot Alice, Robot Bob and Robot Charlie are all doing similar things and you need to distinguish between them, then yes, you need separate accounts for each.  On the other hand if their tasks are all clearly different, then you might not need several.
