Set default application access for user who mail issues

Hi,

I am very new to Jira, but the following happens. Users can email an issue to our mailbox, and JIRA automatically creates an issue for these emails. But some emails are not being processed because the newly created user based on his email adress doesnt get automatically application access to Jira. When I grant the users access manually his emails are being processed.

 

So how can I set Jira, to automatically grant the new user application access, so his emails are being put into the system. Hope you guys can help me.
