I'm migrating bitbucket from server to cloud, and trying to find any official documentation for the network bandwidth recommended for the bitbucket to work properly but did not find any information.
Can any one help with some information about it?

There isn't a recommended bandwidth, Bitbucket will work with whatever it can get, same as any other web application.
I've got to question why you are asking this question? Is it because you are on a severely throttled or limited connection and want to tell the owners that you need it made faster so you can work? If so, Bitbucket is not the app you want to be focussing on, you should be telling them that it's too slow to do anything on the internet, not just Bitbucket.

The client who wants to migrate to cloud asked me about it.
They assume that bitbucket is more complicated to load than a regular web app, so they afraid that with multiple users that uploading large repos at the same time, performance will be affected.
I see that there is no official Atlassian's answer regarding to it. but still, is there any best-practice recommendation?

It's not, it's actually a lot less complicated than most.
It won't be affected by large uploads any more than any other git repository would be.
