Hello,
I need to give some users permissions to view all comments for issues in a company-managed project, but preventing them from editing or adding new ones.
I thought that the "Browse project" permission would be enough, but with that only History is visible.
To see the Comments tab, I need to add the Edit comments permission, but that's too much.
How can I just give permission to read all comments ?

You are on the right track but need to take some additional steps. This article focuses on "external users" but the same approach works for internal users that you want to have "read-only" permissions"

add to the Browse Projects permission the project role readonly-users-role
but it seems the single Browse Projects permission is not enough to read all comments (see my screenshot).

I see. Well, after doing a little more digging it seems the Comments permissions are not that granular. What is possible is explained on this page in the Atlassian KB.
I can find no enhancement request so you can add your vote. Maybe you want to create one.

@Dave Rosenlund _Trundl_I'd consider it a bug rather than an enhancement. I'll think about creating a request but there are a lot of more serious ones that Atlassian hasn't considered in years, I guess this simple one doesn't stand a chance :)

Hi, @Pierangelo Repetti. There are many cases where we, as customers/users, may not agree with Atlassian's design decisions.
However, according to the Knowledge Base article I shared, the system works "as designed," so it's not a bug.
In my experience, Atlassian is very good about fixing things with a lot of customer support (votes). It will likely be addressed if you create an enhancement request for this and many people vote for it.
