You can install Jira Server on Azure, AWS and any other system that can run a supported Java version.

Jira Cloud (The SAAS version) - doesn't matter, you take it as a service, and have nothing to say over what it is running on.

The problem with the SaaS version if it is in AWS is that AWS doesn't adhere to the data security requirements in Germany but Azure can.  So does Atlassian have an SaaS offering which meets the European data security requirements?

The only SaaS version of their main products is Cloud.  Your system is now usually physically hosted in the data centre nearest to you.  For most of Europe, that was in the Republic of Ireland, but I think they have opened on in Frankfurt as well (I know a second centre was going to happen in Europe, but I'm not 100% sure it was Frankfurt or if it has started hosting yet - I think it has)
