Invite team members into issue tracking *without* giving them access to the code?

New JIRA user here. I'd like to include a few team members in the issue tracking aspect of a project, without giving them access to download/edit the code. How can I go about doing this?

I'd recommend creating a sample/test group in user management and apply that to the following:

In a nutshell, once the sample group is added, go to Global Permissions and for JIRA Users, add the sample group and leave the jira-users as-is (i.e. don't remove it else all the existing users won't have access anymore). 

Now create test project and configure the project permissions to allow that group basic access and at the same time, ensure that your access is adequate (you'll need to define that accordingly to suite your needs).
