How to restrict attachment type & name format for attachment?

Question

How to restrict attachment type & name format for attachment, like IN-20191121-01-01.doc(Name should be IN-yyyymmdd.doc or IN-XXXXX.doc). For example, if they upload a attachment named as like 123.zip or 123.exe, will not be take that attachment.
Is there any possibilities to restrict attachment type & name?
Workflow properties also no problem. I don't have much knowledge about workflow properties.
Please let me know ASAP.
