I just realized that when I delete a user from the "users" tab, it only shows them as "deactivated" on the "Managed Accounts" tab. I guess I should have been deleting them from the "Managed Accounts" tab instead. Is there a way to do a mass deletion of all deactivated accounts on the "Managed Accounts" tab, or do I need to do this one by one? (I want them deleted because they are no longer employed here.)

If I have understood correctly, you want to delete the Atlassian account of users who are no longer in the company.
I would like to point out at this point that all references in the Jira tickets and Confluence pages will also be lost. If the accounts are deleted, it will no longer be possible to trace which user carried out which action.
To delete the corresponding managed accounts in bulk, you have to use this endpoint: https://developer.atlassian.com/cloud/admin/user-management/rest/api-group-lifecycle/#api-users-account-id-manage-lifecycle-delete-post.
Oh shoot, that is good to know. I read that deleting an account will not remove their comments, so I thought any reference to the user would remain. Thank you for pointing this out!
