How to implement requirements and test cases

Do you recommend using Jira? If so, how would you set it up? If not, do you recommend something like Confluence?

Welcome to the community.

For requirements I would use Jira Software out of the box and then use one of the third party plugins (xray, zephyr, quality, AIO Tests) depending on your complexity.  With the test management apps it's easier to track test plans/runs/executions. Requirements then can be linked to test issues types for tracking.

If you want to try manual testing easily before using a full-fledged test management tool using Jira, how about this kind of Confluence app?
