Do you recommend using Jira? If so, how would you set it up? If not, do you recommend something like Confluence?

Welcome to the community.
For requirements I would use Jira Software out of the box and then use one of the third party plugins (xray, zephyr, quality, AIO Tests) depending on your complexity. With the test management apps it's easier to track test plans/runs/executions. Requirements then can be linked to test issues types for tracking.
