What, I am trying to do is, hide the 'Create project' button in the Projects section of Jira Cloud, using Forge. In place of that, I want a new button. I am trying to implement this using Atlassian Forge, but am unable to access the DOM for the header. How should I fix this problem ? If not through Forge, then how can I implement this ?
My 1st question is why?
What do you want to accomplish by this?
And as @Dick mentioned, Jira admins will always have this option.

I didn't specify anything in my answer, suggesting this is possible.
There is no option to add/remove buttons here, this navigation bar is not modifiable.

I understand, that it is not possible, for individual developers to do that, using Forge. But, I need this functionality for enterprise edition. So from an enterprise point-of-view, can Forge be used to replace the 'Create Project' button with some other button, which is enterprise specific.

No it can't.
It's basic functionality in the SaaS product and only available to users granted Jira administrator, site administrator or product administrator groups.
Limit the amount of users to these groups, this limits the amount of users that can create projects

I'm not sure if your modification can be done in Jira-Cloud. You do know that the presence of this button depends on being admin or user within Jira?
