So this new task automation pop-up is covering the action menu and I can't get rid of it. Is this a bug?
What you see is correct, if you do not have an manually triggered action that is what you see. Once you add a manually triggered action/automation you will see it listed instead.

What you observe does seem to be what was intended, and there is an open defect for this new "feature" to watch for: that pop-up may not display the action menu. The work-around is to refresh the page and retry.
