The new portal to customize the Tasks are not available for adding subtask types, and the Atlassian document does not provide a valid solution.
Is it still possible to create a new subtask type?

What type of project are you using?
Get that information from the View All Projects page under the Projects menu.
It is not possible to add more Subtask issue types to Team Managed projects those projects can have only one Subtask issue type.
The document you referenced applies only for Company Managed projects.

Just thought I'd check in on the steps taken so far - I see you mentioned "Portal" but not sure if you're referring to the Jira Service Management Portal or not, so let's check out what's happening.
For Jira Software that document you supplied should work without issue, as it will for Jira Service Management too.
However, you cannot show a Sub-task on the JSM Portal to your customers as it cannot have a request type, a key aspect of the JSM Portal.
Can you provide a screenshot of what's getting you stuck or expand on the issue you're facing?
